Control as the Measure of Hierarchical Governance in Living Systems
In the formal analysis of cellular and organismal capability, Control is the component that measures the degree to which a system’s activity is governed by its own internal state rather than being wholly determined by external forces. High Control means the system’s sensing and response are organised from within according to its intrinsic orientation. Low Control means the system is largely driven by external determination.
Control is therefore the quantitative signature of hierarchical governance. It rises when a living system is able to maintain coherent internal direction under the perpetuation drive. It falls when that internal direction is overwhelmed, fragmented or externally overridden.

In cancer, a lineage of cells escapes higher-order governance and pursues its own continuation with reduced subordination to the collective. In chronic stress and depression, sustained low-viability signalling reduces Control across wide regions of the cellular civilization. In trauma-related states, lower-level defensive programs can override higher-level Control, producing behaviour and physiology that the macroscopic self cannot easily redirect.
Restoration of health frequently involves the recovery of coherent Control: the re-establishment of conditions in which internal direction under the perpetuation drive can again organise sensing and response at multiple scales.
